Wm. Patrick Lucey
Sr. Aquatic Ecologist

Mr. Lucey, the president of Aqua-Tex Scientific Consulting Ltd. is a senior aquatic ecologist with a background in freshwater and marine ecology, resource management and political science. His specialities are managing water resources so that they add value to development projects, and demonstrating how maintenance and enhancement of ecological function can provide cost-savings on infrastructure and result in a healthier environment. He has established a personal reputation as a specialist in design and construction of quality rainwater management systems, streams and wetlands and is respected by both clients and regulators for his ecologically sound, yet innovative approaches to protecting water resources within urban environments. He is a co-author of a report commissioned by the Province of BC, entitled “Resources From Waste: Integrated Resource Management” which reviewed the integration of decentralized wastewater treatment, water reuse and energy capture to create closed-loop urban water and energy systems that make a profit for communities. Mr. Lucey was a Special Advisor to the British Columbia Government on their new Water Policy “Living Water Smart” released last spring.

Mr. Lucey is a founding member of the Canadian and BC Proper Functioning Condition (PFC) stream/wetland assessment cadre and is trained in the USGBC LEED certification process. He acts as a graduate studies supervisor for students in urban stream ecology and was instrumental in the establishment of an Industrial Chair in Environmental Management of Drinking Water Watersheds, at the University of Victoria, which began in 1999. Mr. Lucey’s water management and design expertise has been incorporated into the Vancouver Island Technology Park (1st LEED™ building in Canada), the UVic Integrated Stormwater Management Plan, many residential developments and several LEED™ green buildings. He is currently on the design teams of Dockside Green in Victoria BC (proposed as the first LEED™ platinum community in the world), South East False Creek (site of the 2010 Olympic Village) and British Pacific Properties’ Rodgers Creek project, a 210-acre subdivision on the slopes of West Vancouver.




Cori L. Barraclough
M. Sc. , R.P. Bio
Freshwater Ecologist

Ms. Barraclough is an integrated resource management specialist with a background in aquatic ecology. Her experience in managing relationships of public and private interests with regard to aquatic resources enable her to maximize economic and ecological values for her clients and their communities. Combined with her extensive research experience in the technical and regulatory aspects of ecological issues Ms. Barraclough is able to oversee various resource management projects from the research and conceptual phase through to implementation. Education of stakeholders and management of municipal/developer relations form an integral part of this process. She has played a key role in the design and implementation of significant green development projects such as Dockside Green, Southeast False Creek Olympic Village, and the Westhills community in Langford BC. Her specialties include planning for drinking water supplies, wastewater management, storm water management, community watershed planning, and urban stream rehabilitation.

Ms. Barraclough is a founding member of the Canadian and BC Proper Functioning Condition (PFC) stream/wetland assessment cadre (through the USDI Bureau of Land Management and US Forest Service) and is trained in the US Green Building Council LEED™ Certification process. Her educational background includes degrees in English and Secondary education and training in consensus building around water issues. She was the East Kootenay regional representative for the Industrial Research Assistance Program (IRAP) with the National Research Council of Canada from 1999-2002 and is former member of the Economic Sector Steering Committee of the Columbia Basin Trust.




Sarah Buchanan
B.Sc (Honours)

Ms. Buchanan holds a B.Sc in Environmental Life Sciences from Queens University in Kingston, Ontario. She has a personal interest in how environmental health impacts human health. Her role on the Aqua-Tex team is to support fieldwork and reporting. She also conducts background research and literature searches, including mapping and permit approvals. She is a former member of the Canadian Junior Gymnastics Team, and a community volunteer in support of breast cancer research and special needs. Her recent projects include the Central Saanich Integrated Stormwater Management Plan, Colquitz River Proper Functioning Condition assessment, Hobbs Creek watershed assessment and numerous riparian areas regulation assessments.



Nicholas Arsenault
BES, BA, LEED-AP

Nicholas Arsenault, a native of Montreal and new to British Columbia, holds a BES Environment & Resource Studies and a BA in Spanish & Latin American Studies from the University of Waterloo. He has travelled extensively and has worked on water based sustainable development projects in the Middle East and Latin America. Nicholas spent several years working in alternative and outdoor education, both in the traditional classroom and in wilderness settings. He has worked with the developmentally delayed, street youth, adults with acquired brain injuries, students with autism and behavioral problems. While working with his father, renovating a century old colonial style country store in rural Uruguay, he became interested in green building and sustainable community practices, this lead him to further his knowledge on the subject and become a LEED AP. He is passionate about the natural world and the innovative and sometimes ancient thinking that will preserve it for future generations.  Nicholas is looking forward to learning from the collective experience of the Aqua-Tex team. On his off time, you may find him skiing in the backcountry, whitewater paddling, or learning the ways of Vancouver Island cold water surfing



Tracy Motyer
B.Sc.

Born and raised in Calgary, Tracy began perusing her interests in environmental management at the Southern Alberta Institute of Technology where she obtained a diploma in Environmental Technology.  Enticed by the desire to travel and opportunity to fast track her undergraduate studies, Tracy moved to Victoria in the summer of 2008 to attend University.  She has since completed her B.Sc. in Environmental Science at Royal Roads University where she was involved in a major project for Natural Resources Canada.  During the project she helped develop a framework for identifying communities in BC who are vulnerable to the effects of Climate Change and measuring their adaptive capacities.  She has a personal interest in integrated resource management and urban design.  At Aqua-Tex, Tracy supports the project team through research, field visits and organization. Tracy enjoys snowboarding and advocates sustainable transportation by cycling and riding her scooter.
